Could you explain what the “backwater” phenomenon due to heavy rain is?
●本流の水位が高くなって支流の水の流れこみを止めたんだ。
The water level of the main stream got too high, so the flow of its tributary was stopped.
●それで、上流側に逆流し、堤防を超えたんだ。
And then, the flow of the tributary went back upstream and overflowed the levee.
●その結果、洪水が起きたってわけなのね。
As a result, it caused floods.
